Ram was extremely conservative with their GVWR on both 2500's and 3500,s until 2013.
I tow a 12,360# GVWR 5er with a 2001, yes, I have a PacBrake, see hills a lot in the coast range.
Just be aware of possible legal issues if you are involved in an decadent, it would likely be an issue even if under TV GVWR, but could be worse if over. I run a dash cam as extra insurance.
