I would concur with this statement. We've traveled up the Oregon coast a few times and mostly during late summer/peak season. We make sure to find a spot on Thursday that carries us through to Sunday. We've never had a problem finding a site, maybe not a first choice but mostly second or third and always excellent camping. The Oregon state campgrounds are the nicest I've ever seen, most have electric and water.
Just don't go late October/early November, way too wet, found that out the hard way, thought I was going to turn into a mushroom after two weeks of mostly steady rain.
