Ok, so I've read multiple places that using Calgon powder water softener helps clean the black tank. But I can't find Calgon powder. All Walmart has is the liquid. Will that work? How about water ...

20 mule team borax is the same thing as Calgon brand.
You do not have to disolve in water just dump a cup and a cup of cheap detergent powder down the toilet followed by 4 or 5 gallons of water .
It will disolve just fine.
