Crazy cotter pin hole in Al-Ko axle

Decided to repack the wheel bearings on my Laredo fiver today, and encountered a situation I've never seen before.

The holes for the cotter pin that secure the axle nut are not drilled thru the center of the axle, but offset to one side. This necessitates bending the cotter pin to get it to line up with the slots in the castellated axle nut. The axles are Al-Ko 6,000 lb.with 6-lug hubs.

When I encountered this on the first axle, I thought, "This must have been done on a Monday morning, after the machinist had a hard weekend." Danged if all the remaining axles weren't drilled off center, too. Anybody else encountered this? Is there a reason for it?

    Thay are offset so as not to go through the passage for grease to the inside bearing. I just did mine and didn't have any issues with getting the cotter pin back in, didn't need to per bend just tapped it in.
