I am looking at buying a 3000w Honda generator. What is the diff. between EU3000is and the eu3000i.

The Honda Handi eu3000i has the handles and wheels as part of the generator, the heavier Honda eu3000is has available wheel kit that includes handles making it easier to maneuver the 130 plus pound unit. It boils down to what is more important to you, portability in the lighter weight of the eu3000i Handi, or a bit more power and significantly quieter eu3000is. Pricing is pretty close if you plan to add the wheel kit to the larger unit.
And the "IS" is electric start with a battery. The Handi is hand crank. No battery.
