Sure hope that the folks turning water heater ON/OFF are doing so out of conservation/eco friendly ideals vs budget constraints
No I would not choose a gas station strictly to save gas.
Convenience,ease of entry exit are far bigger concerns than price.
Same with the water heater. I not going to think about it or touch it at all. Even if I may save a few cents the convenience factor still applies. Turn it on once. Turn it on when I arrive, turn it off when I leave.
