I just got a newish Ram 3500 for pulling our 34' Hitchhiker 5th wheel. Friday I hooked the truck and trailer up for the first time for a test run up the highway. I experienced the same thing, my trailer breaks did not seem to be very effective. After reading the manual in the glovebox, I found out about the setting on the uconnect screen. The trailer brake system was on "light". I reset it to "heavy", and was able to back the gain way off from 10, to 6. Now the trailer brakes are working like I think they should, with a lot of "grab".
So, check the setting before you do anything else. Put it on Heavy and try it out.
