In recent years the brake shoe material has changed and it takes a long time to work properly. The brake manufacturers call the break-in process "burnishing." Since the brakes are not very effective till burnished, the user will increase the brake controller setting to a very high level thus sending a high current to the magnets. While the braking is poor, the magnets are being worked hard causing the finish on the armature of the drums to be destroyed. So you are left with two choices, destroy the new brakes immediately or take your chances on the highway with little braking.
