Something wrong in your information. I have a DRV 38RSSA and it states on the sticker 16,000 lbs. dry and 19,000 loaded . I have weighed ours fully loaded with water, black and grey tanks and with my 2014 GMC Dually and with an extra 60 gallons of fuel weighs 30,000 lbs. That allows 500 lbs wiggle room. The truck is a Duramax and has 373 gears and gets 10.2 mpg and we don't drive around mountains. Our trailer tires are rated for 75 mph and at 68 mph ours gets 10.2 mpg. It gets into the top cog at 68mph and 1600 RPM. In the mountains and running the speed limit it will drop out of lock up and drop a gear but averages 10.2 mpg Buffalo to Florida and Florida to Buffalo. If you are stuck on a Ford I can't see the problem with a 2016 F350 dually.
I should have mentioned my GMC dually is four door and 4 wheel drive.
