Is it just in the gelcoat or does it go thru the fiberglass?
If it's just in the gelcoat, you can route them out with a dremel, fill with gelcoat and sand smooth (google: spiderweb cracks).
If it goes thru the fiberglass it needs sturcture behind it and there's a good chance you will create a stress point on the edge of your reinforcement.
They make the end caps thin to keep weight down and because they are generally non-sturctural. This makes it harder to repair than a heavy thick fiberglass surface.
