Seemed like they held 25-30% reserve for the gen set. Try filling up the tank another 5-10 gals and see if the pump works. I remember you said it was pumping air, and if it will pump air, then you would think it would pump fuel. Some tanks have a pick up tube from the top of the tank, hanging down to a certain level, others have a fitting in the side of the tank, welded in at a certain level, and then the gen set line is closer to the bottom. My self, I would add some gas and check the pump, then if it still has issues, and you have warranty, let the pros fix it. Those gas pumps are positive displacement gear drive, yours is new enough it shouldn't have the swelled gear problem yet, so they are usually simple to fix.
