Given the built in safety features (excess flow pigtail and excess flow tank valve) are on the high pressure side, they could possibly activate and stop a regulator failure, and then they might not. They are designed for hose and connection failure for the most part. Besides that was just one scenario that could lead the owner or even the Fire Dept to want to shut off the tanks.
But clearly you are confident that the doors can be locked without consequence so you really should inform NFPA you want to be on the chair for that committee because you know so much more that those guys, and you can try to eliminate all of those "silly" requirements that burden us all so heavily.
My best advise to the OP is to screen out the reckless advice given on the forum and just stick with the code.
