Same goes for the Uniform Building Code, Uniform Fire Code, and other codes & standards.
Cities (counties, states) either adopt them by reference - with whatever amendments they wish to add or delete - then they become the xxxx City Building Code - which is law.
Ya get to do that every 3 years when a new UBC, UFC comes out.
Keep what you already have - or add/delete - and adopt again.
Large cities (like Los Angeles or NY City) draft their own from scratch.
Some regulations will fall into (Fed/State) DOT areas, etc. - which have nothing to do with the NFPA (which is a great resource").
