I suppose there are lots of reasons. Here is what we went thru, not saying this is your problem but something to consider.
Our park has very old elec in the whole park. It is currently being upgraded. This happened to us many years ago.
We had a very high elec bill one time and we also thought meter was wrong. Park sent out a guy to check things out and he ran a volt meter from RV step to the actual (dirt) ground and found out we didn't have mili-amp reading but very high according to him. Don't remember the exact number. He put one prong on metal steep and one prong into the actual dirt ground. Couple days later The park then re-did the entire elec at campsite. No more "stray" elec getting loose. We never did feel it, except after washing RV if you put your hand on metal you got a little tingling. Prior to this big elec bill we never gave it any thought when our dog stopped coming inside when we called her and once in, she wouldn't go out as normal. Then she changed the way she got in and out of RV to avoid having her feet in contact with steel steps and the ground at same time. She never did go up and down steps like she did before the elec problem.
Then more fun began on the billing that they said we owed...The elec guy never informed the office so we keep getting in trouble for late bill. Took 3 months to get it straightened out. After all said and done, the park just averaged out the elec bill with previous years.
