do this
1) Verify you are the only consumer off the meter (stuff can be wired weird). When its really hot out; go to the meter when your rig is unplugged; see if its spinning. It shouldn't be turning
2) Plug in the rv; without the ac/water heat/etc turned on you should see a small usage being registered.
3) Take a measurement of the amp draw of your ac units or find the manufacturer tags and see if their run times jive with the kilowatts being used. Example: if they never shut off and they draw 40amp continuous the $'s make sense.
my guess,
your rv has ac units that are using more power and they are running more due to less insulation vs. your neighbors newer rigs
