If only the inner shoulder, it sounds like alignment rather than under-inflation. First, have your friend head to the nearest CAT scales and weigh the trailer to find out what's actually on the axles. If overweight, fix that first. Next, find a Hunter-equipped truck/trailer alignment shop and have the alignment checked. If these are solid axles, bending or replacing the axles will be required to correct any alignment issues.
