There should be a drain for the fresh water tank. My 2007 HR was in the back, just forward of the bumper. It is possible that slime/algae has plugged the valve opening or the stem, which is plastic, twisted off and the valve is actually still closed. Once you solve your problem, sanitize the fresh water tank if you plan on using it for anything other than the toiled.
