Rocketry welcome. First off what year is your Holiday second monaco was the manufacturer who bought Holiday and the fact that the current company holding the Holiday Name said they couldn't help is a disgrace. The Holiday's where once the kings of the hill in my opinion. Anyway you are correct the third valve is indeed the fresh water drain however if it is plumbed like all my holidays you have to leave it open and drive the camper around to get all the low lying water to slosh out while stopping and starting and turning after a few miles you can do your sanitation cycle and run the water through the system then again to get the last little bit out open the 3rd valve and drive her around a bit or if that's not an option fill the tank and drain multiple times to achieve the old "solution to pollution is dilution" effect.
