You should read up on living in a RV in cold climates. Yes it can be done but it takes a lot of setup and planning. RV's have thin walls, floors and ceilings and hence are poorly insulated. He will use a lot of electricity and propane for heat and heat pumps do not work below mid 30 degrees.
