OK, I'll make some assumptions here too.

Since the trailers brakes probably could not be hooked up and that the license plate is probably not displayed properly on the trailer
I will Ass-u-me that this person is moving this camper a very short distance. Maybe just 50 yards for all you know. And in view of that assumption I will conclude that it will be towed at a very slow speed, thus greatly reducing the possibility of losing "CONTROLL".

For all we know this might be one of those clever youtube staged videos made to simple tweek the control freaks of America.

If those assumptions are wrong, then I would agree that moving a fiver at high speeds in populated areas with the risk of getting a ticket from law enforcement is not too smart. But then again those are huge assumptions aren't they?
