can use your brakes when backing out, I do. But some people may have an issue with not being able to use both feet when backing down the ramp. And you do need to use both brakes, trying to use just the front will result in the front tire locking up and skidding down the ramp picking up speed as it goes. :) I use both brakes and it isn't an issue, but you may be more confident using the clutch to slow the bike.
Peggy's scooter is easy: both brakes are on the handlebars. :)
