You can use your brakes when backing out, I do. But some people may have an issue with not being able to use both feet when backing down the ramp. And you do need to use both brakes, trying to use just the front will result in the front tire locking up and skidding down the ramp picking up speed as it goes. :) I use both brakes and it isn't an issue, but you may be more confident using the clutch to slow the bike.
Peggy's scooter is easy: both brakes are on the handlebars. :)
Not using both brakes is dumb and you do not have control of the bike. To use the rear brake just lean the bike on your left leg using the right to brake and using the hand brake also. As mentioned above using only the front brake on a big bike will result in sliding backwards on your ramp. Using a dead motor doesnt give you control over the breaking power of the motor not to mention it is not good to run a motor backwards.
Do it safely. Use both brakes.
