Leaking hub seal on the spindle repairable if damaged? Pics

Long story short, these are brand new axles I bought from a dexter distributor fully assembled. At the first brake adjustment I noticed grease all around the hub and could see the seal leaking through...

IMHO The nicks and gouges are on the place that the inner bearing sits. The seal runs against the angled part at the end of the spindle. If you put a sleeve on that part I doubt you will get the inner bearring on the spindle. I would just stone them smooth and put everything back together.
