Had to look it up to make sure. Fed highway administration sets the hight at 14 to 16 feet without a special exemption. I always thought it was 14'6"
Thanks for taking time to look up the fed requirement! Maybe it's the RV manufacturers that try to maintain 13' 6" due to bridges.

I just looked up KS regulation and maximum width is 8.5' and maximum height is 14' except hauling hay then 14'6". There is a list state by state of low height bridges and location.
Earlier this year I had to go under a 12'6" bridge in New York state with a 12'5" trailer. I did it extremely slowly without any issues. The pavement was rutted which gave me additional clearance. Still was very nervous.
