There is a known electrical issue (grounding) that I'm trying to figure out. The frame occasionally has a current run through it.
If you are saying you are receiving a small shock when touching the frame while standing on the ground is usually a problem with the 120VAC source connection. If you are using an extension cord plugged into a house receptacle than they have to be using all three wires in the extension cord or perhaps the receptacle you are plugging into does not have the ground connection. You can test this with one of these circuit testers from LOWES

I would not leave this situation not repaired. A small shock to you in one thing but it may be deadly to a small child or pet. If the circuit checker show a fault then I would not plug into the receptacle until you get the power connection fixed. Plug the circuit tester into the receptacle and if it reads OK then plug in your extension cord and then check the other end of the extension cord with the circuit checker where your trailer is plugged into the extension cord. Some folks cut off the ground pin of some extension cords for some reason...
The trailer frame ground comes from the house or pedestal connections..
