Yes...handle can be opened with 5vr fully hitched up...just depends on if there is pressure on jaws/bars
Hitch jaws/bars only have forward/aft pressure......hitch plate/head/legs carry the weight.
If you take a little pressure off jaws/bars handle can be opened.
