I think you're barking up the wrong tree.
I'm not talking about things such as length limits, that has nothing to do with what a license allows. That is a separate issue from "class of vehicle" for the purpose of licensing. What I'm saying is why should it be so that you and I could be driving side by side in California with identical vehicles and because I live here I need to meet special license requirements and you, because you are from another state can, drive in California without meeting those requirements.
