Like said above, this is 50 states not 1, if you don't like the state you live in you are free to move.
Reciprocity in this case, as I understand it, and was confirmed to me today by the Commercial Division of the CHP, means that what ever vehicles your license allows you to operate in your state, you are permitted to operate in any other state that allows such vehicles on its roads.
