I think you're barking up the wrong tree.
I'm not talking about things such as length limits, that has nothing to do with what a license allows. That is a separate issue from "class of vehicle" for the purpose of licensing. What I'm saying is why should it be so that you and I could be driving side by side in California with identical vehicles and because I live here I need to meet special license requirements and you, because you are from another state can, drive in California without meeting those requirements.

Simply because it is not possible. CA can only regulate it's citizens. It cannot place the same demands on others.
In the end CA achieves their goal. Yes there are a few out of town'ers but their numbers are not significant.
