Maybe you will never even get pulled over. Maybe Cali being the land of fruit and nuts will not only not do what you want but may come up with some way to force out of state people to comply which will just drive us away. I have been there to camp but I leave the state to purchase anything.
You can keep paying and complying or dont comply or move with or without DW but as nice as it may seem to change a system which is certainly crazy will probably just waste a lot of time. I know a guy who has a converted horse trailer. It's never seen a horse and probably cost $80k but it seems that according to cali because it has or could or should carry horses it's a commercial vehicle.
Maybe we read the law wrong and that is not true but he just goes there anyway. What ever you decide good luck to you but remember life is short. When investing they say that "The market can stay irrational long then we can stay solvent".
