I don't say this to discourage you, I say this to point you in the right direction. If you want the law changed, you have to have a new law passed. The courts can't fix this for you. They can decide not to fine you or jail you, but they can't change the law.
But when you are wearing your helmet in California I'm riding next to you wearing mine. The point of this post is that WITHIN the state the law is not applied the same to everyone. It should be. I also have a problem with having to meet an entire set of rules and knowledge tests that have NOTHING to do with driving and pulling an RV. The world of commercial trucks and Class 8 vehicles has nothing to do with pulling a 5th wheel with a pickup truck.
I don't know what else to tell you. You're always on transmit, never on receive.
