There is no real accurate way to know what it would cost.
We do not know what size and type of wire is feeding the existing receptacle. Let's say it is 10/2 w ground. Then the receptacle would need to be changed to a 30-TT, the breaker would need to be changed to a single pole 30 amp, and the white wire that came off the double pole breaker would have to be moved to the neutral buss.
If it has two colored wires like a black and a red plus a green or bare wire, One of the conductors should be pulled out and a white neutral installed.
I t also would depend on how far it is from the electrical panel.
