If the bulge in inward from surrounding sidewall it is the result of extra body ply material at the splice. This is a cosmetic condition.
If however it is a bulge outward that is a potential safety issue. It may be the result of broken body ply cord from hitting a pot hole, curb or road trash. The tire needs to be inspected, maybe dismounted and checked by a trained tire tech not just someone that sells "round black things".
