Liberty Harbor is a large parking lot in Jersey City overlooking NYC. Just across the river from Wall St (there is a ferry that travels to Wall St from the marina at LH, but it is expensive).
You can easily walk the 3 blocks to the PATH train that will take you to either Times Square (33rd St.) or the World Trade Center (WTC) for $2.50 each way. It is about an 8 minute ride, so it is quick and cheap. Other campgrounds outside of the city will cost you much more and take much more of your time to get in and back out.
LH is definitely NOT a destination campground, but if you are just wanting to use the RV as a hotel, this is the place for you. It is a safe neighborhood and at night, the lights are beautiful.
I HATE NYC, but the family loves it. LH is our go-to place.
