Modifying and Changing out a set of axels seems more viable then building from scratch..
It is more than just changing axels, you would need to build wheel wells into the trailer, which means major modifications to the interior which can include cabinets, electrical, plumbing.....whole can of worms. I think it would be easier getting and enclosed trailer and building it like you want.
