Power Protection..Why So Few Have If Really Needed?

People in general evaluate possibilities all the time. We check the risk, the cost/time/energy to eliminate that risk, and make a decision on whether or not to do anything about it.

Just because someone says they now turn off the city water at the spigot each time they leave their site because they heard that someone was flooded, doesn't mean I will do it too. but I will evaluate it.
