I would start at the trailer connector and inspect the wiring. Its not Rocket Surgery and is pretty easy to trace the wires and find the break.
If you need to replace the brake controller look at the Tekonsha Prodigy P2, P3, or the Primus IQ. They are fantastic brake controllers.

The controller never lights up. Will it light up when the trailer is not connected to the truck via the long black cord?
I wish I had the proper terminology, then I could better understand how to describe items. When you say "trailer connector" is that the grey box tucked up inside and under the kingpin housing assembly where all the wires connect from the long black cord?
