What's the weakest point on the 18K B&W? I've never taken one apart, but I suspect it will be the material around the pins that allow fore/aft tilting. if you can pull two pins and take the head off then only those two pins are holding the head in place. How big the rest of the hitch is doesn't matter at all.
So the truth is, with a straight face I can honestly say I couldn't tell you which one would hold up better.
I wouldn't feel uncomfortable towing with a B&W at its rated capacity nor would I feel uncomfortable with an Andersen at its rated capacity.
