Yes, it is an aviation throttle/mixture lock and in that application, it can either lock the knobs at full out, but can also lock them full in. The $100 vernier style completely encases the throttle knob. But with a screen name like Learjet, you have throttle quadrants, right? No push/pull or vernier knobs?
Honestly, I was noodling around some simple sheet metal cover with a hole in the rear for the cable to feed thru and a hinged cover that flips up and locks over the handle, which then made me recall the above that I've seen in Cessnas.
Its been a while...but I have a few thousand hours in the Cessna's etc :)
I don't think that device will work on the Andersen lock.
