Roof Rack vs. Welded 2" receiver on back of 5er

Which is better? Which is cheaper? I already have the bike rack that would go into the receiver. I have a 2006 Dodge 2500 so I would need a Fitting Kit, Bars, and rack for the top of my truck. Or ...

A hitch like that is certainly cheap but it could be risky unless you know the bumper is designed to handle the kind of torsion some bike racks put on a hitch.
