He should also with that hitch, raise the font jacks about an 1/2 in, put the truck in drive and manually trip the trailer brakes and do a good test tug to insure the hitch is actually latched. Next is the break away cable is NEVER looped over the hitch latch handle. It is clipped to the bed of the truck.

CDL driving 'one o one', take a flashlight and visually check to see if the king pin is captured. Jaws or bar must be around or behind the pin.
It WAS!!! It simply did not have the slide handle engaged to keep the jaw in place.
