From what I read, it looks to me like out of state residents need to purchase a non-resident decal regardless if the ATV is licensed in other states, or not.

According to AZ law that I quoted above, a non-resident must purchase an OHV decal to ride off road. Nowhere does it say having an out of state plate exempts the OHV from requiring this decal. You have not shown me otherwise.
