There's no nationwide standard. Regulations vary by state and sometimes even county.

It is getting tough even for VW fiberglass buggies and special builds. Texas finally came to terms with owners on how to license them on the road and now Colorado is going through the same thing. These are vehicles that still use the pan and running gear of the VW, so really only the body has been modified. It is not like some states where you can license a tube frame rail as a road vehicle...

Thank-you for confirming what I have been saying for 3 pages. Out of state OHV's need the permit to be legal. AZ stated that they wanted non residents to help pay for trail maintenance.

I live in Tucson and have a plate for legal riding on pavement. I have been stopped and checked for the off road permit - twice. Dirt bikes, ATVs, side by sides need it. Jeeps do not. Doesn't make a lot of sense but a lot of laws are stupid.

Yes, I ride all winter in Arizona. When I purchased the OHV decal, no one asked me if I had an out of state plate(which I have). The state law that I quoted earlier doesn't mention anything about a plate. If you guys are correct then I wasted $25 for nothing. I won't do that next year.

So not to take sides, but I totally agree with Dirtclods. (I guess that means I'm taking sides.)

A plated vehicle doesn't need an off-road sticker. It's plated. Otherwise you couldn't drive to AZ in a Jeep or street legal 4x4 and drive into the hills.

From what I read, it looks to me like out of state residents need to purchase a non-resident decal regardless if the ATV is licensed in other states, or not.

As of Sept. 1, 2019, the state of Arizona requires nonresidents wanting to operate their OHV within the state to purchase a nonresident OHV decal. The decal must be purchased prior to riding an OHV within the state.

According to AZ law that I quoted above, a non-resident must purchase an OHV decal to ride off road. Nowhere does it say having an out of state plate exempts the OHV from requiring this decal. You have not shown me otherwise.

Nope if you have a license plate you don't need their permit. Have you ever been off roading in AZ I have and No issues.
