First off as usual your mis representing my statement.
I said a "requirement". You injected the word regulation.
There are no enforceable regulations regarding tire replacement for a trailer owner other than road side enforcement.
Once again, All thats necessary is for the owner to choose a tire with enough capacity to satisfy the trailers axle load requirements.
