Where did that statement come from? Is it a requirement or a regulation? Is it a requirement that is excerpted from a regulation? From who's standards did it come from?
Your statement invites people to install tires with zero to near zero load capacity reserves.

While I think FE was harsh in the way that he said it, he is essentially correct - the tires should have MORE capacity than the GAWR.
I recommend 15% more.
