Where did that statement come from? Is it a requirement or a regulation? Is it a requirement that is excerpted from a regulation? From who's standards did it come from?

True and actually works if the right tire types are used ...... and has worked many years.
S5.1.2 Except in the case of a vehicle which has a speed attainable in 3.2 kilometers of 80 kilometers per hour or less, the sum of the maximum load ratings of the tires fitted to an axle shall be not less than the gross axle weight rating (GAWR) of the axle system as specified on the vehicle's certification label required by 49 CFR part 567.

Reserve capacity is nice but not a regulation or requirement for the trailer in question.
Anyone reading the thread topic can see I recommended using LT E tires on the OP trailer that according to the trailers mfg website uses ST225/75-15 D at 2540 lbs.
You've posted 6-7 times ignoring the OPs question. Have you ever thought about helping someone instead of jumping on others recommendations ??
