Reserve capacity is nice but not a regulation or requirement for the trailer in question.
That regulation is directed at the vehicle manufacturer to insure minimum requirements are met during the certification process.
When reading and validating that regulation you will also see that the tires on the vehicle MUST match the information on the certification label at the time of first sale. That insures the new owner and all subsequent owners have been made aware of the vehicle manufacturer’s minimum standard for those items for that vehicle.
In the same regulation, the vehicle manufacturer is required to properly identify the axles, rims and tires on that vehicle and put that information on the trailer‘s federal certification label. They are also required to set the recommended (cold) tire pressures for the installed tires which establishes the minimum allowed load capacity for the tires on that vehicle.
