ST tires are highway certified. Testing procedures must comply with that certification. Do those procedures have to be as stringent as tires designed for the automotive industry? NO! Why? Their operating parameters are not as demanding.

If their operating parameters are not as demanding, why do we read about all the failures. Please don't blame it on the users, as the same people change tire types and no longer have problems.
Additionally with two closely place axles that can be subjected to tight turns they are subjected to more demanding conditions at times. A car or pickup can not do that!
