Locate your breaker/fuse box and you're likely to find the converter nearby. It may be behind that, but regardless you should check all the breakers and check for the reset button as another poster mentioned.
I noticed that my charger only charged my 12 volt battery to 67%, but once I had my converter replaced (lightening damage) it fully charged while plugged in. Not sure why that was the case, but maybe I didn't charge it enough even though I put it on for at least 3.5 hours.
