Travel trailers by a wide margin. Not only are they cheaper, they can also be towed by a wider range of tow vehicles.

The step issue, I partly solved our issues by adding steps! Made each step smaller. added a step into the bedroom level and replace the three step entrance with a four step that all the risers are the same height.
Some of the TT guys swear up and down that the Hensley type hitches make their travel trailers tow the same as fifth wheels and those statements have never made sense to me. I guess I've never tried to understand the physics of it, but at the end of the day it seems to me that your physical attachment point is still 4' behind the rear axle and your travel trailer is still lighter on the tongue than a fifth wheel is on the pin. But I admit I've never used that kind of a hitch. - alexleblancExplorer

We were looking for a small camper, in the roughly 20' range. Being 6'2" I required a real queen bed, everything I looked at except truck campers, had the short queens, till I found this one. - ol_Bombero-JCExplorerFirst TT in 1976
First (and only) 5th in 2006. Still have it.
Had all the "trick" add-ons for towing the TTs. Sway control, etc.
(Although never a Hensley).
Tow vehicles (for the TTs) over the years were two 3/4 ton vans, and a 1T diesel pickup.
Main advantage of the 5th - the difference in towing is night and day!
You can forget it's back there - no problems with wind, semis passing, etc.
Main DISadvantage of 5th: you lose the use of the bed of a pickup for "toys" (like MCs) that don't fit in storage compts.
If you have those - a 5th wheel toy hauler should be a strong contender!
Also - if you have bad knees, or? - the 5th usually has steps to the bathroom and bedroom.
